Synopsis
Three Years Ago...
Mekt, Garth and Ayla Ranzz were in their parents' new cruiser, with Garth egging Mekt on and Ayla nervous, when the charge cells begin to drain rapidly. Having made an emergency landing on Korbal, Mekt finds that the cells were shorted out, and they were stuck. Ayla suggests using the lightning beasts to recharge the ship. While she warns they "get spooked real easily", Garth turned and saw two beasts, letting out a "HOLY--"

Waking out of the dream/nightmare/flashback with a jolt, Garth check the time and decides to get moving quickly from his motel room before it's discovered he ran away, remembering that Winathian police "aren't too patient with runaways."
Meanwhile, on Braal, sports star Rokk Krinn holds an impromptu press conference before being rushed to the shuttle to Earth by Alex Cuspin, his manager; while on Titan, Science Police trainee Imra Ardeen successfully sees that the owner of some "stolen" crystals had actually taken them themselves. She's congratulated by her superiors, who say she'll impress the S.P. on Earth.
On the shuttle to Earth, Garth boards and finds a seat next to Rokk, who had boarded at Braal. The two then look in awe at their fellow passenger, R.J. Brande, the tycoon who invented Stargates and who is the driving force behind the United Planets, the peacekeeping confederation that was still in the process of being formed. The ship then lands on Titan, where Imra gets on. Garth fantasizes about her, and then realizes that she was able to read his mind and is embarrassed about it.
As they prepare to disembark at their destination, Imra points out some people dressed as maintenance workers and declares that they are actually assassins who intend to kill Brande. Garth and Rokk stop and then capture them. The three go their separate ways and Brande, lost in thought, is met by his business partner and assistant. Later, R. J. Brande convinces the President of the U. P. that the U. P. needs a living, visible symbol of interplanetary cooperation to rally around in order to succeed, and she listens to his ideas.
The following day, Imra, frustrated with the menial tasks she is given as a rookie, accepts an invitation from Luornu Durgo, R. J. Brande's assistant, as - simultaneously - do Rokk, who is busy training for a sports exhibition, and Garth, who is being taunted by toughs in a jail cell. They all meet in the anteroom to Brande's office, where Imra tells Rokk that his manager is embezzling his money. When he proceeds to threaten Imra, Garth rushes to defend her to her surprise. Rokk then fires Cuspin, and the three are summoned into Brande's office, which is completely dark.
The three youths see images of famous twentieth-century super-heroes appear one by one before their eyes, and when Rokk laments the lack of heroes in recent times, R. J. turns on the lights and suggests that the three of them can change that. He explains that the U. P. needs a visible symbol of interplanetary cooperation, and that the three of them, acting as costumes super-heroes, could fill that need. The three of them agree to try it out.
Elsewhere, Brande's business partner, Roderick Doyle, arranges for another attempt on the lives of Brande and other delegates of various members of the United Planets, declaring his disgust at the concept of interplanetary cooperation and his fear that if he fails to stop the U. P. from forming, his masters will kill him.
