Magno, on his first day as a fully-fledged Science Police officer is posted to his homeworld of Braal. There, he is forced to arrest Cosmic Boy for "vigilantism and abuse of post-human abilities". While Cosmic Boy sits in a maximum security cruiser, ready to be shipped to Takron-Galtos, Magno is asked to interview him, and tells him that the Lost Legionnaires had returned.
As Magno leaves, however, the cruiser is assaulted by a small, bouncing ship and its Footstep Drive is apparently damaged to the point it would explode immenetly, and is evacuated before the magno-dock expels it into space as a safety measure. A headcount reveals Cosmic Boy to be the only missing prisoner, and Magno uses his flight ring to chase after the receding ship.
There, he is confronted not only by a costumed Cos, but also Invisible Kid, Violet and Chuck Taine, the "Bouncing Boy"'s pilot. They reveal that Cos' arrest was part of a carefully-planned Legion Subterfuge Squad operation to steal a FD ship, without which travel is virtually impossible. When Magno asks why, Cos - with less than a minute to be gone - just tells him that these are "Bad times... and the only people we can trust are ourselves." He promises to explain more later, and Magno leaves in an escape pod as the Legionnaires release flares, so that the ship appears to explode.
Landing back at the dock, Magno laments the loss of the "dangerous criminal" before a smile breaks out, while the Subterfuge Squad head to Earth and a reunion with their returned teammates.

United Planets Vice-President Winema Wazzo is introduced to the concept of the Titanet by her new adept, Orla Eidoor, before talking with:
- The Athramite First Artificer on the lack of demand for their services, which threaten to crash the Athram economy. She says she has tabled a motion for increased subsidy to their planet
- Ruonos Mougo, spokesman for the emergency Carggite government, on their population problems, due to overcrowding and their inability to emegrate - as well as disappearance of over five thousand Carggites (while mentioning that the President prefers not to use Titanet "for security... reasons")
- Orin Fex, the Coluian leader, who rejects her calls for Colu to help the UP, saying that, until the UP adopts a "policy of military response" to Robotica, Colu will remain "sequestered and in isolation", and that they are considering resigning their UP membership - and unless they declare war on Robotica, "Xanthu will be the first of many" before breaking the link.
After a failed attempt to reach Xanthu to find out what the last remark meant, Eidoor catches a report, saying that the Legion Outpost had just appeared in near-Earth space with lifesigns aboard. Shocked, she asks Eidoor to make a private link, calling three seemingly-identical figures at a Rimborian spaceport and telling them that time was now in short supply, and she doesn't want any mistakes. They tell her that next time they speak to her, they'll have "her" safe and sound.
With that link ended, she sends Eidoor away, citing a "schedule to catch up on."

On "Braal," we follow Dyrk Magz, the former Legionnaire known as Magno (and the only Braalian without magnetic abilities), as he returns home as a member of the Science Police. But when Dyrk stands in the way of a gang that looks to shake up the United Planets, he's in for a horrible shock: he discovers one of the gang members is a former teammate! In the backup story, tour several planets with U.P. Vice-President Winema Wazzo, whose problems not only stem from being unable to find her missing daughter (former Legionnaire Apparition), but from slowly having to accept the facts that the President gradually is laying waste to the entire United Planets.
