Notes
- This is not the official refounding of the Legion, which is in The Legion #10.
- Part of the month-long DC "Full coverage" event. Basically, this involved putting the characters in the top portion of the cover, where the logo would normally go, then putting the logo wherever it could be accommodated - most titles were also to use it as a standalone "jumping on issue", though The Titans and a couple of other titles broke ranks on this issue.
- The team image from the cover was previously used in promotional art for the series.
