Synopsis

The Legion is holding open tryouts for new Legionnaires, Power Boy is impressing some Legionnaires but not well enough to move on. Comet Queen demonstrates her flying and ability to emit anesthetic gases that are thick enough to obscure virtually anything. She does make it to the next round. Next is the telepath Mentalla who demonstrates her powers on Ultra Boy, triggering his flash vision and altering his perceptions enough to briefly best him with a judo-like throw. Element Lad announces a mission with Brainiac 5 for applicants Magnetic Kid, Tellus and Comet Queen.

Collapsed drains in California are threatening the coastline and it's residents. Mon-El and Brainiac 5 take the three applicants and re-raise the artificial peninsula and rescue threatened civilians. Tellus catches a brief stray thought of sabotage, convincing him and the two Legionnaires that this was not a natural disaster.

The tryouts continue with Ventura-born Energy Boy's test being interrupted by Substitute Legion leader Polar Boy who wants to take the Legion up on an old offer to waive the age requirement in the Legion Constitution and admit members of the Substitue Legion if they pass a vote by the members. Another applicant questions the fairness of this late entry.

The three founding Legionnaires have dinner with R.J. Brande and discuss their replacements in the Legion. Saturn Girl's remains a mystery, but one she shares to an unknown extent with the three others at the table.

In investigating the sabotage in California, Dev-Em is discovered assisting the effort on his own. Judging by the appearance of the three applicants on the mission, he openly ponders an old invitation to join the Legion. He leads the Legionnaires to the source of the tremors, a Dark Circle clone of Ontiir, who, in an effort to create more chaos, triggers a tsunami. Dev-Em flies off to stop it with Heat Vision. Things look bleak for the few remaining against Ontiir, when a small ship arrives to save the day. The small ship is recognized by the Legionnaires watching remotely as Quislet, a microscopic creature definitely seeking to join the Legion. Quislet demonstartes an ability to possess inanimate matter and destroy it, namely, Ontiir's Weapons-Chair.

The members vote on the applicants, refusing Dev-Em, approving Polar Boy and Magnetic Kid and about to vote on Quislet, Mentalla and Tellus when Saturn Girl enters insisting that they admit Sensor Girl, an enigmatic masked Legionnaire. The new members inducted with the Legionnaires all in attendance are Polar Boy, Magnetic Kid, Tellus, Quislet and Sensor Girl.
