A mysterious stranger comes for the comatose Saturn Girl, Apparition meets Ultra Boy for a date and joins him on a Workforce mission, the Legion is stuck with a depowered Kinetix and Andromeda reappears looking rather ill.

Synopsis

A man disembarks from a spacecraft on Earth and walks through the spaceport. When some people try to stop him, he merely speaks to them and they let him pass.

In Legion headquarters, Spark's boredom on monitor duty is interrupted by XS, who hands her a present from her secret admirer, which turns out to be a silver lightning pendant. Suddenly, Ambassador Winema Wazzo walks in, demanding to know where Apparition is, and they tell her they don't know. When Spark stands up to her bullying, she threatens to use her control over the United Planets budget to adversely affect the Legion.

Meanwhile, in Washington, DC, Apparition waits for Ultra Boy, who she had snuck out of her house to meet, and who is late. He shows up and apologizes, but before they can do anything together, he is told by his boss, Leland McCauley, to meet with his Workforce teammates for an emergency mission.

At the hospital where both Triad and Saturn Girl are being treated, the man from the airport walks in and begins to touch Saturn Girl's head. When Triad tries to get him off of her, he touches her head, rendering her immobile, but not before she can send an alert to the Legion. On Durla, Chameleon and Invisible Kid bury Chameleon's father, and Chameleon tells Invisible Kid something that Invisible Kid recommends he hide from their teammates.

Back on Earth, Ultra Boy and Apparition arrive at one of McCauley's warehouses, where they and the other Workforce members rush in to stop some White Triangle terrorists from stealing dangerous objects and substances - and in the attempt, inadvertently release a ball of hazardous waste from its protective casing, which the thieves take and threaten the heroes with. The thieves then accuse McCauley of dealing with them in bad faith, surprising the team who were unaware that he had dealt with them at all.

In the hospital, Cosmic Boy arrives to stop the man from doing whatever he's doing to Saturn Girl. The man reveals that he has healed Saturn Girl of her catatonia, and introduces himself as Aven, Saturn Girl's former mentor. It soon becomes evident, though, that Saturn Girl, while no longer comatose, is far from cured.

At the McCauley warehouse, the White Triangle thieves explain that they are upset over the fact that McCauley sells weapons to their enemies (all other races in the universe) as well as to them. Apparition and the Workforce manage to stop them and put the hazardous waste back in a proper container, and Apparition expresses disappointment with the concept of working for McCauley, whose only interest is his own wealth. Live Wire, who joined the Workforce because he expected McCauley to help him find his brother, something McCauley had yet to try to do, expresses his dissatisfaction with having to protect McCauley from his own crookedness, and quits the Workforce. Apparition expresses her approval of his act and her disapproval of the others' refusal to act, and flies off as Ultra Boy watches sadly.

At Legion headquarters, President Chu refuses to let Cosmic Boy discharge the depowered Kinetix from the Legion. As he and Kinetix discuss her situation, a wounded Andromeda crashes through the roof.
