In all versions of Legion continuity, Earth is run by a single united government known as EarthGov. The leader of EarthGov is the President.

The history of Presidential succession did not change for any of the pre-Zero Hour continuities, so it can be considered one continuous history. Candidates for office were drafted, after which elections were held. Terms of office appear to have been approximately two years, but only changes in administrations were shown.
